Leonid Lee C. Serrano is the Corporate Legal Counsel of KMC. He is mainly responsible for the company’s overall legal strategy and compliance.  He is also a legal consultant of the Philippine Bureau of Immigration. He likewise manages his own full-service law firm.

Lee developed his knowledge in comparative legal systems in corporate real estate through his massive exposure in different industries. He has strong cross-country exposure in the management of government-led and intergovernmental projects, procurement, public-private partnerships, policymaking, and strategic alliances. 

Prior to his career in KMC, he was the Legal Officer of the International Finance Office of the Philippine Department of Finance. He managed and rendered legal work on the policy proper and operations side of all national government financing portfolios with Bilateral International Institutions (Government-to-Government) and Multilateral Financing Bodies such as the World Bank (WB), Agence Française de Développement (AFD), Asian Development Bank (ADB), and the Asian Infrastructure Investment Bank (AIIB).

Before entering government service, Lee undertook critical leadership roles in various progressive capacities for major private companies.

Lee is a graduate of the San Beda University-Manila School of Law and has completed the Pre-Judicature Program of the Philippine Judicial Academy. He finished his Bachelor of Science in Economics from the University of the Philippines – Los Banos. He is currently completing his Judicial Master of Laws degree.
